 abstract={The seventies of the twentieth century. Italian and American researchers, led by Robert Putnam, undertook to study civic life in Italy. The analysis of this nearly twenty-five-year experiment was an attempt to answer the question of what the operability of egalitarian institutions depends on; the results provided a lot of information but also left unexplained views. Social capital, social norms, cooperation, networks of mutual trust as well as dependencies are elements without which civil society cannot function properly.},
 abstract={In this article, I undertook the analysis of the results of research carried out by Robert Putnam - adding my own observations - guided by the experience of many years of work in Italy. The operation of Italian democratic institutions is different in the North and in the South. I affirm that the quality of democracy depends to a large extent on local communities, which in turn strongly influence politics and government.},
