 abstract={During the system transformations after 1989 the Poles voted for the axiological rules of liberal democracy which was to create favourable conditions for social development and to sanction the basic human rights of each citizen. This made the sovereignty a reality. The idea has found its complete structural expression in the establishment and development of the local governments based on the principle of subsidiarity and power decentralisation.},

The legal solutions found their place in The Constitution of the Republic of Poland approved in 1997 and in the acts of law. They are in line with the assumptions included in the European Charter of Local Self-Government adopted on October 15, 1985 in Strasburg and ratified by Poland on April 26, 1993.},
