Streszczenie:

Rozwój gospodarczy Ziem Odzyskanych w pierwszych dziesięciu latach po wojnie przebiegał w bardzo złożonych warunkach politycznych i społecznych. Zniszczenia i dewastacje tych terenów oraz migracja ludności w ogromnym stopniu utrudniły włączenie tych ziem do polskiego organizmu gospodarczego. Sytuację dodatkowo komplikował powojenny chaos i ograniczone możliwości państwa, nie posiadającego wówczas odpowiednich środków finansowych i materialnych, które można było przeznaczyć na odbudowę. ; W tej sytuacji zadanie restytucji gospodarczej i integracji Ziem Odzyskanych z resztą Polski przerosło możliwości zrujnowanego wojną kraju. Choć w latach 1945-1949 rozpoczęło działalność kilka zakładów, produkcja rozwijała się głównie w większych ośrodkach, gdzie gromadzono sprzęt i maszyny zachowane z mniejszych zakładów. Z drugiej strony w kraju, mimo intensywnych wysiłków, nie wszystkie grunty orne były zagospodarowane. Było duże zapotrzebowanie na maszyny i zwierzęta gospodarskie, a przedmioty, które przetrwały i były zarządzane przez osadników, nie wystarczały. ; Pod koniec lat 40. wyraźnie widać było, że rząd przestał aktywnie angażować się w ideę integracji z resztą Polski terenów zajętych przez Niemców przed wojną. Potwierdziły to wówczas główne założenia planu sześcioletniego, który nie uwzględniał specyfiki Ziem Odzyskanych, ich niedostatecznego rozwoju i rozpaczliwego braku ludzi. ; Na rozwój tych terenów przeznaczono proporcjonalnie mniejsze środki w porównaniu ze źródłami przeznaczonymi dla innych obszarów w Polsce. Niestety nie wykorzystano możliwości odbudowy zakładów, które przetrwały wojnę, a także poważnie zaniedbano gospodarkę morską i żeglugę po Odrze. W efekcie przemysł na Ziemiach Odzyskanych ucierpiał na realizacji planu sześcioletniego znacznie bardziej niż na innych terenach Polski. ; Plan sześcioletni miał również negatywny wpływ na rolnictwo na terenach zaanektowanych po wojnie. Kryzys wsi spowodowany kolektywizacją był tu znacznie głębszy niż w innych częściach Polski. Wynikało to z nieuregulowanych stosunków majątkowych, słabych więzi społecznych wśród osadników i ogólnego braku ludzi. Kryzys polityki kolektywizacji w 1956 r. wymusił przeznaczenie znacznie większych środków na Ziemiach Odzyskanych na odbudowę indywidualnych gospodarstw niż w innych częściach Polski.

Abstract:

Economic development of the Regained Territories in the first ten years after the war proceeded under very complex political and social conditions. The damage and devastation of those areas as well as the migration of people hindered enormously the incorporation of these lands into the Polish economic organism. The situation was additionally complicated by the post-war chaos and limited possibilities of the state, which at the time did not possess adequate financial and material sources that could be allocated for rebuilding. ; In view of this situation, the task of economic restitution and integration of the Regained Territories with the rest of Poland was more than the country ruined by the war could bear. Although in the years 1945-1949 several plants started to operate, production was mainly developing in bigger centres where the equipment and machinery retained from smaller plants were accumulated. On the other hand, in the country, despite intensive efforts, not all of the arable land was managed. There was a great need for machinery and livestock, and the items that survived and were managed by settlers were not sufficient. ; At the end of the 1940s it was clearly shown that the government ceased to be actively involved in the idea of integrating the areas that had been occupied by the Germans before the war with the rest of Poland. It was then confirmed by the main assumptions of the six-year plan, which did not take into account the peculiarities of the Regained Territories, their insufficient development and desperate lack of people. ; Proportionally smaller funds were appropriated for the development of these territories in comparison with the sources designed for other areas in Poland. Unfortunately, the opportunities for the reconstruction of the plants which survived the war were not used, and the maritime economy and the Odra river navigation were badly neglected. As a result, the industry in the Regained Territories suffered much more from the implementation of the six-year plan than the other areas of Poland. ; The six-year plan also had a negative impact on agriculture in the areas that were annexed after the war. The rural crisis caused by collectivization was much deeper here than in other parts of Poland. This merely resulted from unregulated property relations, weak social bonds among the settlers and general lack of people. The crisis of the collectivization policy in 1956 required much bigger funds to be allocated to the Regained Territories than to other parts of Poland for the restoration and rebuilding of individual economy.
